Mopheus™ Crisis Management :

Mopheus™ Crisis Management is built based on CORE Systems framework.

A wide range of detailed information about specific countries in actual or potential theatres of operations is required in operational and defense planning, contingency planning, crisis response planning and exercise planning situations. Such information helps planners in analysis, estimates, decisions and actions.

Benefits are:

• Gain a spatial appreciation of battle-space by relating objects to geographic locations and map objects and view selected information/objects on the map. Select areas and specific information category to be displayed on the map.

• Gain a temporal appreciation of the battle-space by establishing a time reference for information and object descriptions. Identify a piece of information as an event with general and specific start and end time points, and display events on a timeline.

• Gain systems appreciation of a country by relating objects and information with a system (PMESII). Describe the relationship between two objects using pre-defined or user defined terms. Provide a graphic display of objects and their linkages based on user queries

• Gain a functional appreciation of the battle-space by associating objects and information to functions. Associate information or an object with a predefined function.

NATO does develop and maintain country studies. The information requirements are the same or similar but there are no common established requirements.

Typically, a command authority identifies a planning requirement and specifies the Area of Interest (AOI) and possible Area of Operations (AO). There is currently no common procedure for describing an AOI/AO other than by narrative description.

CORE Systems treats each AOI/AO as a FEATURE object comprising one or more countries. Creates and display an AOI/AOR on a map and retrieve information by country, AOI/AO and administrative area.

US JFCOM has described the need for a Common Relevant Operational Picture (CROP) to provide a coherent data source for basic theatre information. The concept CROP is a presentation of timely, fused, accurate, assured, and relevant information, which supports the development of knowledge and situational understanding. It is supposed to be a "virtual warehouse" of required data/information tailored to meet the requirements of members in a joint operation. In order to achieve inter-agency collaboration, the CROP must be sufficiently robust and flexible to exchange information with external non-NATO organizations on a need-to-know basis.

CORE Systems aims to provide a coherent data source, a near/seamless exchange of information and data with specific NATO / national systems and including:
- LogBase (Logistics Database)
- OpsBase (Operations Database)

Adopt XML and schema as the data exchange format and TCP/IP as the transport mechanism. The XML file is transport via the internet, web services, email attachments and file export.

Information includes current facts and assessments as well as projections covering different time periods. CORE Systems classifies, stores and retrieves information by pre-defined as well as user defined timeframes such as:
• Current (within the year)
• Near-term (1-2 years)
• Mid-term (3-7)
• Long-term (Beyond 7 years)
• Other (User defined)

Exercise may modify real country information in Synthetic Theatres of Operations (STO). CORE Systems allows copying real or fictitious country data sets and save as a different fictitious country. Differentiate between real and artificial data sets

Enable staff to develop operational requirements from summaries, deductions and conclusions derived from specific battle-space information. Create and store a free text summary of operational requirements derived from deduction or conclusion for any information.

Prepare standard and customized reports based on pre-define and user defined report requirements. Allow users to create and store the report templates, and to select and produce the report from the selected template.
